Though all cartoons involve drawing, drawing as an art is distinct from cartooning. There are exceptions and the best cartoonists are also fine draughtsmen. Historically, artists like Daumier combine both art and social commentary, and many artists have of course engaged in social critique with their work, not just drawing.
